The Union County Housing Authority has chosen to administer a Family Self-Sufficiency Program. This program provides case management services to families who participate in the Section 8 Housing Choice Voucher Program. Participants who opt to participate in this five-year long program work with a case manager to set goals that will lead to economic self-sufficiency. Eventually, the participant's earned income exceeds the income eligibility limits, and the participants no longer need Section 8 Housing Choice Voucher rental assistance.
As participants increase their earned income, the portion of the rent that they pay increases, so this tends to be a disincentive to earn more income. However, the Family Self-Sufficiency Program allows the Housing Authority to escrow an amount equivalent to their increased rent into an account for their use when they graduate from the program. Many times the successful participants use their escrow funds to further their education, use it for a down payment on a home, buy a more reliable vehicle, etc.
The Housing Authority has the capacity to enroll up to 25 participant / families at one time. As of October 2009, 19 families were actively participating. Since the inception of the program, eight have successfully completed the program. Case management services are provided by the Community Action Agency.
